What does this short confusing piece of ARM64 (aarch64) assembly do?

Question

I arrived at the following piece of ARM assembly while debugging a Golang binary:

What exactly is happening here? In particular, I'm confused of the flow as I'm not sure if BNE refers to the the CMP instruction.
