However, I read here that get_arg_addrs() requires the prototype of the called function to be present.

My question: In which cases does IDA have the prototype of a function?

Only for those with flirt signature matches or with debug symbols? Or is IDA able to infer the prototype for some functions based on the disassembly analysis?
