I think there’s a good chance the proposed configuration is correct at 3.3v.. and my problem could be that the code needs to avoid address 0-8. Also, might be a bad circuit and I may have fried the chip. And in my original hardwiring I did not use resistors. When I get a chance might debug on a new arduino board rather than UNO R3, attempt with resistors, and ensure code starts address 8 on new chip. Also pressing red button might help due to master-slave technicality. I searched “I2C scanner hang” and lots of theories.

Dec 27, 2021 at 9:24 comment added G. L. The manufacturer remains unknown. The only step that can be done is to use a logic analyzer. Those don't come cheap. My next piece would be to work out logic analyzer w/ arduino Uno R3 but that's another rabbit hole. Or take wild guesses (4 factorial?). Also, I am running IC2 Reader that supposedly will test for address. I keep getting outputs for the addresses that aren't quite right (noob mistake?). It has "write" and "read" 128 bytes with no meaningful output. Same output even when I don't plug in the pins so any combination of pins has same output as if i put the contacts in mid-air.
Dec 9, 2021 at 19:58 comment added G. L. Does anyone know what EEPROM this is? I think it says "2031.. LC 153.. 00" on it. And does anyone know who might be the manufacturer? Once I know that I should be able follow through and read and write to it.

Dec 5, 2021 at 20:12 comment added G. L. I need to read-write from this chip. I need to get the address from IC2 scanning. That depends on knowing the configuration for SCL-SDA-VCC-GND, which is my first question (give me a strategy or hint where to go). Unfortunately location of the data sheet is next to impossible without manufacturer identification (another question if anyone knows who that may be based on the picture). My "serial output" produces nothing when I physically connect the four pins but the code spews out gibberish AFTER I release. I don't know if thats symptomatic for something I'm doing wrong.
